Phase III Construction Inspection Services


Project Description

The first phase of the Elgin O'Hare Western Access (EOWA) Project includes building the new Illinois Route 390. The Illinois Route 390 Project scheduled to be complete by 2017 is improving the existing portion of Illinois Route 390, formerly known as the Elgin O'Hare Expressway, from Lake Street (U.S. Route 20) to I-290 and extending Illinois Route 390 east to Illinois Route 83 along the current Thorndale Avenue with bridges and frontage roads to accommodate local traffic.

The new Illinois Route 390 from Lake Street (U.S. Route 20) to Illinois Route 83, including a new interchange at I-290, is estimated at $780 million. In 2015, the Illinois Tollway will complete improvements to the western segment of Illinois Route 390 between Lake Street (U.S. Route 20) and Rohlwing Road. In addition, construction will begin to build the eastern segment of the new roadway from I-290 to Illinois Route 83.


4HD Inc. Role

4HD Inc. provided Phase III Construction Inspection Services, Construction Inspection services in connection with all construction Contracts. As part of the Illinois Tollway's Elgin O’Hare WesternAccess (EOWA) program, the Wood Dale Road bridge over I-390, which will be the new mainline pavement of the Elgin - O’Hare, had to be constructed while the busy road and intersection with Thorndale Avenue was still in use. 4HD was selected to be as a mentor-protégé for this first project to perform construction inspection services.

4HD Inc. responsibility was monitoring and observing the work for compliance with the contract documents; monitoring of the Contractor’s Quality Control operations for conformance with the approved Quality Control Plan and documenting of all activities. Assisting the RE by providing daily inspection, documentation and monitoring the contractor with daily activity.
